I think you need to fold/glue them over the little flaps they're attached to, and then fold/glue those flaps under the rest of the shoe, so it'll look like the laces are coming from the underside or "passing through" the eyelets (once you've glued the rest in places).
This would make more sense with pictures, but I don't have my camera nearby...
