This is so impressive! Fell for paper sculpture like this in school reading primers and have wondered HOW you learn this. It's not an art school skill, right? I mean, this seems like something you learn as you work.
Kazoomzoom, I actually learned this technique from a insane paper master that I have had the pleasure working with. His name is Seth Larson and he is a genius. We work at a greeting card company together and he has been doing paper sculpture for quite a long time. This was my first attempt and I can't hold a candle to Seth's work. It's really just building paper on top of paper. Get yourself a paper burnisher and round out each individual piece to give the piece more depth. Use thicker cardstock to step each piece off one another. After that its really just patience and a steady hand.
