what i found easy was to glue the top tab to the roof of the mouth then glue the bottom tab to the bottom of the mouth without pushing it in, then when dry push the mouth in, it usually just sits in right with a little tweaking,hope this helps... you could do it the opposite was bottom then top as you can align the bottom tab to the bottom folds of the mouth.
