How to make a tapered cylinder or cone?

Twice now i've started to write a response to your question, but have never got to finishing it!Mainly because I got halfway through and lost track of what I was writing!

 

I dont know if there is a maths formulafor what you are looking for but, I did find this on google:  

'The length is the square root of the sum of the squares of the radius and height.That is, Length=Square root of(Radius square + Height square)'

Not sure if its correct for what you need,

 

I recently finished a cone shape with 3 parts to it, I tried several ways, mainly rolling pieces of paper into different cone shapes and fitting them together then marking and cutting them to size, Unfortunatly this wasn't as easy as it sounds, So I just ended up learning the basics in Blender, Im happy with the final shape, Now I just need to find the time to finish the other parts!

That sounds like the Pythagorus theorum and it's for finding the length of a side of a traingle....

 

My problem is knowing what angle/curve to use.
